The toilet is partially blocked as the pan fills up and slowly drains. I have small children so I don’t know if it could be a toy or too much toilet tissue. We have tried plunging and we have tried using a hot water and caustic soda mixture to try and clear it but we are not having much luck. We have had always had problems with the toilet as it has been installed with an S bend rather than a U so we do get blocked toilets often but we are normally able to fix it with a plunging rod that we have.
